Being very experienced ServiceNow developer does not guarantee you'll never face challenges. While working with Notifications in ServiceNow - you may find yourself in situation when something goes wrong. Emails are not being sent and events that trigger notifications appear in the queue but not being processed. You may be pretty sure that everything should work but it does not.
Common root-cause of such situation is hang of process. To fix it - you need to find the process under "User Administration > Transaction" and right click on it to select "Kill" option. May the picture below serve you instead of thousand words 🙂
