2 Step Record Producer

I have a need for a 2 step Record Producer and I'm not sure the best way to go about it. 

Situation:
A manager needs to fill out a form with certain information, via a Record Producer, that then needs to go through an approval process, and if approved, they need to go back in and fill out more information on that same record, preferably not by going directly to the record itself. 

Any suggestions on how to accomplish this would be great. I've already considered using the "Save as Draft" functionality, but that can be used when not all mandatory fields are filled out, so it's not a feasible option in this scenario.

Do the questions they need to ask change based on the approval?  
If not, then why is it necessary to fill in data post-approval?
Why not fill in all the data potentially needed in case of approval?

The amount of questions they have to answer depend on approval. There are about a dozen that need answered before the approval process happens, and about another 40 that need answered after. The goal is to not have the 'after' ones be answered until after it is approved, because that is a lot of data gathered to then be rejected, which is wasted time that could be better utilized.
