Access for script

I have these errors in my formulaire when i add attachments to my form 

And When i want to create a Restricted Caller Access Privilege record, I have this error :

seems issue with that script include?

why that HR script include is in Global scope?

@Ankur Bawiskar , I don't know why he is in global script (i am new in the project) but this script is old and use in many form,
