Action button in "hrm_ticket_page"

Hi everyone,

I have a custom portal and the widget of the action button only for subject person is not working.
I checked with the ESC Portal and there its working fine.
i will attach a couple of photos

on the left is my custom portal and in the ticket page the action pop out is not working, in the other (ESC portal default) is working fine(and here I am as subject person).
