Add an "actual start time" and "actual end time" time stamp boxes to INC ticket

I need these two fields added to the Major Incident Tab of the INC for reporting purposes.  Can someone suggest how I may be able to create these and have them appear in the ticket under the Major Incident Tab"?  I also want these fields to be mandatory.
