Add Approver not visible in HR Workspace

Although Add approvers button is active in the ui action, its still not coming here. Any has any idea on why its not coming here?

Add Approvers seems to be your custom UI action, not OOTB.

You can create the Declarative actions which is the recommended way to create buttons on the workspaces.
