Adding Watcher to ticket doesn't trigger notification to that person

Hi All,
I'm Facing two problems, When adding a watcher onto Incident, that doesn't trigger an email to the person added as a watcher.
This also applies to REQUESTS.
and also "Watcher can't see comments on SNOW"
However, added watcher onto REQUEST and added comment: watcher could see comment on email received but when clicked on link could not see comment within SNOW application.
I want to create email notification on INC and REQ table.

Hi, for the notification that is not triggered.
Have you checked your Notification(s) to confirm that the watchlist field is added to 'Users/Groups in fields' for the notifications you are triggering? You should also consider (for testing at least) setting the notifications weighting as 0 (mandatory) and Send to event creator = true.
For the field visibility on the task involved
Based on details in your post, this would appear to be an ACL issues
To diagnose you would need to enable security debug
ACL debugging tools (servicenow.com)
Then impersonate an impacted user, navigate to record\form view of an impacted task, then review debug logs for ACL's impacting the field involved.
