Additional Survey question/submission control?

We are using the PORTAL survey to collect some data. There are a couple of requirements I'm trying to meet that seem to have no solution OOB:

1. Suppose you have a survey with Category 1, Question 1 being a multi-select type. When a particular option is checked, we want Category 3, Question 1 set to 'Yes' and read-only (or hidden, preferably). Then there are additional questions in Category 3 that are dependent on Category 3, Question 1 being yes that we will be exposed within Category 3. Is there a way to build a client script to do this?

***This is a potential work around to the dependency on a question only being allowed to be dependent on another question in the same category.***

 

2. Remove the Submit button for a particular survey. Since a survey is 'closed' once submitted, the stakeholder wants his team to be able to submit, rather than the end user, in case changes are needed.

 

What's happening here is that the stakeholders are looking for a way to build an intake form and bank the questions for later use. But they are not quite satisfied with the lack of control over how the survey form works, or how survey's work in general.  I don't think we need to re-invent the wheel, but also don't know how to apply client scripts to a survey form.
