After Instance Cloning, notification is sent to few users, not all

In production, the notification triggers to all users whereas on lower instances, triggers only for some of the users. Why is this so?

 

Ps: Email sending & receiving is enabled on Email Properties

Did you maybe exclude any relevant tables, such as sys_user?
