EDITED: I found it, it has to be enabled through Form Designer.

We want anonymous Surveys but don't want them to be able to submit multiple surveys. From researching, i keep finding articles that mention an "Allow Retake" checkbox but i don't see this on our Surveys. This seems to be the case on both Utah and Vancouver.
I played around with settings to see if there was a certain configuration that might prompt this checkbox to appear: turned anonymous on/off, set a recipients list, assigning the survey, ect but nothing worked.
