An user has read only role, however they need to submit service request ?

User with read only role needs to submit catalog , how can we achieve that , which acl are linked with snc_read_only, how we to find those?

OOTB: Any user, role or no role, can submit/log a request from the portal.

user is having  snc_read_only roles which allows user to view service request form , however blocks from submitting request
