OOTB users with role "snc_read_only" are restricted from creating/updating/deleting records
Those users are simply allowed to view if the respective table level READ ACL allows them
So logically they are not allowed to submit requests as well from portal as submitting requests involved lot of OOTB system tables such as sc_cart, sc_request, sc_req_item
You are going against the OOTB feature.
Please inform customer to stick to OOTB feature.

I checked in my PDI and found that users with only the snc_read_only role cannot submit the request. So there are two possibilities:
-
Give the user the
snc_internalrole — this might work. -
If that still doesn’t work, then there’s no other option; you must assign the proper role required for submission.”

what do you mean by read-only role?
end users who have access to portal can submit the catalog item provided they satisfy the User Criteria associated with that catalog item

Hi Ankur ,
The user has , itil & snc_read_only access, which will provide user read only access to all the tables,
however found "submit" button not visible to this user on service portal due to this read only role.
we want this user to allow to submit new request from portal , keeping the read only access the same.

The snc_read role takes precedence over ITIL(via ACL) so users with only snc_read cannot submit requests. You need to either grant the appropriate access or remove the snc_read role. However, the question arises: why would an ITIL user need to go to the portal to raise requests?
