i have annotation with a hyperlink but i need to convert annotation to french language aswell how we can convert it .Normally we can acheive it through messages moduel but in messages we dont have an option for a hyperlink please propose any solution if anything is there.

you're correct in using sys_ui_message records to denote the translation. Steps below
1. Set the annotation body to the key of the UI message
2. Create the required UI Message record
3. Refresh page (and potentially clear cache depending on platform family version)
