Anyone approve for multiple groups

Hi experts,

We have 3 groups based on each department say IT, HR, FIN.

We have requirement on a HR case where these 3 groups approvers will be attached to case.

If any one user from each group will approve then state should be changed.

Ex: for a HR case 6 approvers are added 2each from IT, HR, FIN groups. Now we need 3approvals [ any one user from each group should approve.]

How can we achieve this? Is it possible? Is there any other way to do this
