Application Access tab controls are not working

Hello. I have been going through the Application Development Fundamentals course on NowLearning and I have reached lab 5.2, which is about the Application Access tab. I have followed the instructions to every lab, including this one. I have checked only "Can read" and unchecked the "Can create", "Can update", and "Can delete" boxes in both the tables of Loaner Request and Testing Scope.
However, when I run the "malicious Business Rule" written through the lab to test these controls, it does not work properly. The Application Access is supposed to prevent the Testing Scope scope to update tables in the Loaner Request scope, but the Loaner Request records are being updated anyways, along with the messages being displayed at the top of the screen saying that cross-scope privileges WERE granted when they shouldn't be.
Attached are two screenshots - "Policy Notices appearing" is what should be displayed, while "Policy Notices not appearing" is what is being displayed.
I have already opened a ticket with NowLearning about this issue, and they could not recreate it - their controls were all working fine for them.
What could possibly be causing the Application Access tabs to fail?
