Apply view on new Change Record?

Hi All,

I have created a new view, 'International' and a new View Rule -

When I go to create a change record, with change type, International, the view doesn't apply on the new record, but only after I save the change record.

How can I make it apply as soon as I create a new change record, exactly like the Emergency change type.
