Approvals for non role users

During some experimentation on my PDI, I noticed that users I stripped of all roles can be asked for approval with the "ask for approval" action in Flow. These user can also see the approval-request and approve and reject, in the plattform, the approval.
This is without ITIL-role, business stakeholder role or approval role. I have not changed ACL or business rules, this just some to be how it works.
You read a lot about approving by email for non-role users as a work around, but I cannot really see the why. Or users suppose to have license for something they can already do oob? Grateful for any input.

Hi @Rasmus Jonsson,
what you have said is right, i have even seen in a lot of places or environments were approvals are drived via email. Surely this will impact the license when the audit is done.
its always good to maintain the license and roles which are needed for businesness anything on the other side will always be the pain.
