Architecture Review/Engineering Design Review

I've been tasked with transitioning our current Design Review tool (in-house built web app) into ServiceNow. You can think of this as an Architecture Review process tool, where users present on a proposed solution and its architecture to a group of technical folks from various areas of the company (cyber, database, network, etc.) who ask technical questions during the meeting to the user. At the end of each presentation, the technical groups vote Yes or No and the presented item moves to the next stage in the processes if it receives all votes needed. This happens several times until the solution is approved for a production environment. 

Curious if there are other companies following a similar process in ServiceNow? the CAB (change advisory board) module has been recommended to us as a possible solution, but this is a separate process from the Change processes.

I'm not aware of any application being is part of ServiceNow's standard product portfolio that could cover your requirements.

However, there are an infinite number of possible applications that do not exist OOTB in ServiceNow, but which can be built on the ServiceNow platform with little effort.

If your company does not have the resources to build such an application, you could engage an implementation partner.

As @Maik Skoddow  there is no OOTB but you can use Idea management or CAB but no such available which fulfil your wish fullest.
