I tried the same in my PDI and it working fine.
create Inc and once you click on save then it will populate the assignment group.

Tested on creating a test assignment rule its working fine..Check the attached screenshots..Are you creating the incident record as per the condition. you can share a screenshot of incident

H @Ali28 ,
You need to check if any other logic applied on incident's assignment group field.
Any chance, if there is other group mapping configuration at Category and Sub-Category level in Choice [ sys_choice ] table.
