ATF create user step failed when we providing role as 'admin'

ATF test failing in stage instance only at create user step , when we providing role as 'admin'

Manually it got passed but when we ran in cloud its failing due to Admin role issue

Is the ATF user has admin role it self? If no then I doubt we can grant admin role to other user.
