That's all captured in update sets. You can go back into the update set you've been working and see all of the update records for the test and the test steps. You can either move those to a different update set (by changing the 'Update set' reference field) or create a new update set and make a quick change to any existing record that you want to include in your new update set. Is the 'Assigned to' field available on the incident form? It's not enough to have it on the table, it needs to be part of the incident form view for the test to work.
The error message is telling you that you need to configure the incident form and add the 'Assigned to' field there.

Okay, what happens if you de-activate all of the test steps but just impersonate, open the form, and then set the 'Assigned to' field. Does it set successfully?

Yes. That runs normally with only that 3 steps impersonate/open form/set value to assigned to
