how to write an ATF test step to select the preapproved (standard) change in change management?

What is your actual requirement ?

Where you want to select.

If you want to open preapproved (standard) change, you can use Record Query and the Open existing record.

If you want to enter preapproved (standard) change in some field you can use record Query and then set the field and dot walk to record query.
