Can I get ATF Test Step for instance branding that includes, validating the logo, page header caption, system timezone, time format, and theme configuration.

Mostly, yes but not "visuals".

ATF does not ship an out of the box steps that can visually validate images, logos or theming if the page.
You can validate the page header caption, system timezone, date/time format etc.
