Attach a file in Catalog Item as attachment and alert while submit

Hi All,
I want to attach one Excel Sheet as an attachment in one Catalog Item so that whenever form loads the attachment will be visible and any user can download it.
And once the user downloads the attachment will fill it up and again attach the same.
While clicking on Submit I want an alert to be popup if user forgets to attach the file in the Catalog Item.
Can anyone let me know how to achieve this?

Hi Omkar,
But my concern is I have already added one attachment which is displaying at the top.
Cant it be possible to add the new attachment somewhere within the variable so that the user can directly download it from there.

Hi Omkar,
Can you please let me know the steps as it is asking to download some file which is being blocked by our Organization to download any files.
The link says that there is one attachment button which is mandatory but I am concerned about to add the attachment in the Catalog Item and once the user downloads it will fill it up and again attach it in the Catalog Item before submitting it.
I want that attachment to place it within one variable and once the user clicks the link will redirect to new window and the file will be downloaded there itself.
Hope you are able to get my query I am asking and looking for.

My suggestion was to no use existing attachment but put a link to a file so it can be downloaded and then attached.
