Attachments to a task/workflow

Hi all,
I am trying to figure out a way of making it mandatory to add an attachment in a task. Is this possible? If so, would I include it in the workflow or in the catalog item itself?
I know we are able to add an attachment by clicking the paperclip in the header bar but I would just like it to be mandatory for certain tasks.
When creating the workflow I did see "Attachment Note" but that didn't really do anything besides add a comment in one of the tasks. Anyone have any experience with this?

Also to add to this, if I do create the KB article is there a way to make it only visible for the catalog item? I don't want it be found through a KB search.
