Attachments upload by an API need a flag to be able to be 'restricted'

There is OOB functionality where there is flag setting which is available on the UI which would allow people when they are attaching documents to a ticket to restrict the viewing of that document to the team assigned. This is not a capability which is available in the API and its something we need to expose so as someone attaches a document they can set it as restricted.(screenshot attached).

for this you need to check how the OOB UI marks the file as restricted

Does it set some field or create an entry into another table? Based on that you can have the logic defined while using API
