Automatic Assessments

Does someone know how i could make it so that an assessable record is automatically assigned to someone when it is created ? I'm trying to assess records automatically and the only way i found is by manually assigning their corresponding assessable record but is there a way to do that automatically once it's created ?

From below screenshot do want to populate user in Category Users tab as we don't have any direct assigned to field in asmt_assessable_record table please specify exact requirement with screenshots.

It should do the same as this UI action

except it should pick the user automatically.

I didn't realize this UI action was not made by ServiceNow so i thought you would have it too apologies for the confusion.
