I had two update sets.
I backed out the first one, which appeared to work fine, so I clicked "Close".
I backed out the second one, which also seemed to work fine, as well.
I inadvertently clicked the back out button a second time on the second set and and it listed a new tab indicating there are 400 errors which a like these:
"This change cannot be backed out because there is no previous version for the system record, so data would be lost."
"The change was not backed out because changes were made to the record after the update set was committed. You can still revert to a particular version from the record"
I went into the Retrieved Update Sets and deleted both update sets, which appeared to work fine.
I figured I would reload them from the XML files again.
However, when I go into Local Update Sets, both sets still appear.
If I open one, I do not see an option to preview, rather I just see the Back Out option.
Any idea what is going on and how I can try to reload the update sets?
Thank you in advance.

I set the previously loaded update sets to "Ignore".
Then reloaded the saved update sets from .XML files which seems to be working.

Is that the only way to resolve this?
