Badge number indicates the number of unread notifications doesn't work

Hi

I'm trying to understand behavior of this number, which should indicate the number of unread notifications. 
I added Workspace notification that informs user if new comments were added. 

When I tested it, I impersonated Test User in different browser so I was able to see this notification right after a comment was added by an Agent. However notification tray icon doesn't indicate any new unread comments. This number appeared probably only once when I started testing it. 

After comment was added, the notification pop up is visible

The problem is that this number is not visible every time the user comments on an HR case.

I'm having this exact issue. I swear it worked initially, and now the number doesn't appear. The number still shows up for discussions though, so it's not an issue with Notification settings. I have Badge 'Show Badge Count = True'.
