batch update set

while adding two application update under the parent update set, it is throwing error "Security constraint".

Please suggest how to deal with this situation

You can only add an update set to a parent when you are in the scope of the child set (you are setting the 'parent' field on that scope). So you will need to update one, change scope and then update the other.
