There should be the "Bell" icon on the header of the instance as below:
However, in my Rome instance, the icon is missing even though "Allow Notifications" is set to true...
Please advise me on how to make it shown at the top right of the header.

HI Aki,
I believe this is some kind of bug Can you please try to logout and login again?
because I don't seem to find any property associated to that icon for turning on/off
and make sure you are in workspace not in native UI

Hi Akhiro,
There is not much documented about this notification icon. This is not shown to all users in some cases only available to admin and maybe some other users with fulfillers group.
I don't have it in my rome instances.
I do have it in my tokyo instances. i am not sure if after san diego its added for everyone.
Edit : you can configure it in workspace (Rome) as mentioned below.

Thank you for your comment, but what kind of settings exactly required for the bell icon to show up? I think Agent Workspace is working and Notification is set to true, but still the icon is missing...

The "bell icon" is a notification icon in a workspace. Setup a workspace and send a notification to see it.
