Best approach to public reports on Service Portal

Hi everyone.
My client (public sector) has a requirement of making reports available to guest (non logged in) users on Service Portal.
The report widget itself is public, but the reports aren't showing if I'm not logged in. Instead, it starts to build the report and then it redirects me to the login page. The report is pointing to a public table that is shown just fine on the Simple List widget. I have also made an report_view ACL on this table, requiring only the public role. When I analyze the permissions, read and report_view for guest user pass.
Any ideas?
