Follow the ITSM gudied setup
You can create the import set and transform map as well that is also a best way to do.

Client is using LDAP to get the users and groups, Is their any way to get the departments through LDAP?
Is LDAP is the best practice or Is their any best way to load department other than LDAP?
Please suggest on this

yes department can be brought in using LDAP provided your custom is storing that in AD server
LDAP Integration - Load Locations and Departments along with user records.
