Block renaming of attachments

Hi there, I am developing a new project in a custom table. I need to block the renaming and uploading of the attachments to only be done by members of one group, when the ticket is in one state. This may only affect the current form and not the rest of the attachments in the instance.
The blocked users' needs to still be able to see the file.
