Button for sending email

Hello, how can I create UI action button on INC form for send email, which will pop up window, it contains subject field auto populated from short description, body field populated from description, users choice list and send buttom.

Hi,

I would recommend looking at creating a Quick message for this purpose.

It could fill the body of the message with the fields from the record.

First at all, my problem is I dont know how to make popup window, then the other steps

If you are using the Quick message, as I suggested, you will not need to create any popup windows, it's all premade.

The only thing you will need to do, is to decide which text (body) should be prefilled in the message.

Why not use Email Client Template. This will help auto-fill of required fields as well.
