If you decide to add the role to admin and catalog_admin to inherit.
Then be very careful who will receive the catalog role!!! :))

To add or remove users to the Conditional Script Writer group, there's Scripting Governance Tool (SGT, accessible with sec_admin, standard admin cannot see it)
Navigate to System Security > Scripting Governance Tool

On default, internal users with functional role are added to the group automatically. See the green box "Auto-assignment" below. Perhaps you will need to disable this.

After adding the role under catalog_admin, refresh the SGT to see this (0 became 1)

Then if you want to add/remove users from the Conditional Script Writer group, you need to run the scan afterwards to see any change:

If you add/remove users on the group record, the number of users will not change until you run this scan ;)) it might save you lots of time and confusions in the future.
