Can I create a permalink to a catalog item?

One of our IT Directors asked if it's possible to create a Permalink to a particular catalog item for our users. It seems like the URL would always remain the same, so I believe you can create a Permalink, but I am trying to confirm.

Hi @Mike LHCG1, 

You can create catalog item's url and share with users. User can direct use that link with required login credential ( if applicable ).

Open that catalog item on portal view ( sp or esc ) and copy the URL and share.
