Can I display a custom message for inactive users when password reset is not possible?

Hi all,
When requesting a new password via the service portal, the user ends up on the UI page 'pwd_confirm' . There is a message saying "an email has been sent to you providing instructions to reset your password".
However, the same behavior repeats when the user account is inactive. They end up on the same page. The only difference is that NO email is actually sent with the new password to inactive users. I understand that there is a policy in place to prevent sending emails to inactive user account, but is is possible to have inactive users receive a different message than the existing one when attempting to reset their password? Can we somehow either dynamically display another message on the same page, or have them land on a different page?
It is misleading that the message tells them an email was sent to them, while this is in fact not the case for inactive users. Has anyone been able to customize this setup in a similar fashion?
