There is an easy way to achieve it.
If you have your BR in another instance, then proceed as following :
1. First create an update set in the instance you have the BR, give it a name file 'SamBusinessRulesDeleted'
2. Click on the little gear to active your update set like this :
3. search for the business rules and right click on it to export it in your update set (like this ) :
4. Open again the update set, and put the value to complete (from 'in progress). SAve it.
5. once it is saved , you will ahve under related links (in the update set), 'Export to XML'
6. tape 'retrieve update set' in your new instance,
7. open it, click on preview
8. then at the end commit the update set.
