Can't add widgets in Service Portal Designer

I'm working through the online course on building a service portal.  In the lesson it told me to create a new page, and make sure that I have the portal I'm building active.  I've done that, but I am unable to drag any of the widgets into the page.  I'm sure that this is something simple/stupid that I've missed.  Any suggestions will be gratefully appreciated.

Make sure you are in the right application scope. If I try to modify a page in another application scope, the changes do not apply.

Have you added a container and a layout to the page yet? If you don't have those you can't place widgets either. Drag a container over on to the very top of the page, then drag a layout into that.

That's what I'm trying to do.  The page opened with one container.  The instructions are to drag two more onto the page.  No matter what I do I can't drag anything.  The cursor icon changes when I'm over the various widgets, but nothing will drag.
