Can't change application nor update set

If I login from the developer site, I login as Admin. I can see everything, great. I created a user and gave them every role except for snc_internal, snc_external and csm_wm_integrations. I logged out of Admin and signed back in as the user. When I go to change the update set or application, all I see is this.
Any ideas why? This started after upgrading to Xanadu. Thanks for the help.
