I'm working on a record that includes 3 m2m related lists. Depending on the value of a field on that record, some of those related lists are hiding/showing. My problem is that I can't figure out how these related lists are configured to hide or show. There is no UI policy or client script that is causing this behavior, and the "Omit if empty" checkbox is not checked on any of them. I want these three lists to show all the time, regardless of the field value. is there another way this behavior can be configured?

Sigh, I'm glad you found a correct answer.
For the record, this was stated above by someone else initially and then literally repeated numerous times by other posters...
As I've mentioned above, this isn't out of box behavior, you all did something to cause this. Additionally, I listed all of the places to check even though you said you did.
If you don't know about UI Policy Actions, in the related list...then yes, you may need to review the platform a bit more and become familiar with this. I wouldn't recommend saying in your post, with confidence, that you've already checked those things, when you may not have.
This could cause others not to suggest things when we probably should (even though we did so here anyway).
