can't we see the attachment on the RITM level

Hi All,

I am working on the one of the Integration on the Service Request module, 3rd party user only have access to submit the ServiceNow form, once they submit form the Request will generate in the ServiceNow,  3rd part people are attaching the attachment in there side that attachment is not appearing in the ServiceNow Request(RITM). but if I attach from ServiceNow RITM then they can able to see the attachment in there side. 

My query is why the attachment is not appearing in ServiceNow RITM level.

Please any one provide me the inputs.
