Hi @Archana23,
Both can be used but you dont need to use both. Not available for shall be used when majority of the user criteria available in the instance fits for the available for user criteria so instead of adding all those in available for, you can just add the smaller amount of user criteria for which catalog shouldnt be visible in Not Available for.
If you found my response helpful, please mark it as Solution and Helpful.

Hi @Archana23,
To simplify the response to your question, it's best to say that using one option to cater for both scenario's will provide the functionality you require.
It's also important to note that 'Not Available For' settings override 'Available For' settings.
I would advise leveraging the scripting within the Available For/Not Available For where you can control which users have access using an if statement for example, and thus stipulate any users that don't meet your chosen criteria within the script and if statement do not have access.
Hopefully that makes sense? Check the below link and example of using a Script from @dhasselquist (Kudos):

Hi @Archana23 ,
Please note, as @Robbie also have highlighted: 'Not Available For settings override Available For settings. This refer to, that you should only utilize the available for or the not available for - not both at same time.
