A question that's been lingering in my head since a while now. I was hoping someone in community can help me understand. Here's the question -
What is the point of having 'Cannot View' tab if only the users mentioned in Can View tab will have access to Portal pages/widgets?

I suppose it would be a case of what your requirement is.
If the scope is that the whole business is allowed to view this page apart from the HR team, then you could just simply use the cannot view to exclude the HR team.
If the scope is that only the HR team are allowed to view this page, then you could just simply use the can view to exclude the rest of the business.
Furthermore, there could be an instance where you have set "HR Can view" but the HR director should not be able to view this form, so you could add the director individually to the "Cannot view".

In that case, if whoever is mentioned in Can View tab is able to access the page, all the other users will anyways not be able to access the page right. Why do we need a Cannot View tab?

Page 1 User Criteria
Can view
HR Group
Accounts Group
Cannot View
User 1 (HR Director)
User 2 (Accounts Director)

Cannot view tab adds flexibility by letting admins make exceptions to access permissions quickly and efficiently.
