Can we create a dynamic chat topic which will only appear when there's an Announcement/Banner posted

Hi Community,
Whenever there's a system issue/outage, HR posts a banner in portal. With the ability of chat, end users initiate chat and hence incidents for the issue on which agents are already working.
In this case when banner is up, we want to have a dynamic chat option for end users. When they start a chat they should be asked if they are raising an issue related to the banner. If yes, they should be prompted with a text "Agent are working on it"
Is this feasible? Would really appreciate a lead around this 🙂
