Can we validate a record having an attachment or not in UI builder and stop submission of record?

i am looking a way to stop the record submission if it doesn't have an attachment through UI Builder

can this be achievable through UI Builder scripting?

i cant use getxmlwait() or DOM through client script in platform hence looking  if there is a way through UI builder
