SLAs can only be defined against Task tables, so that's both Yes and No to your question.
No, SLA's can't be defined against User Approvals.
Yes, SLA's can be defined against Group Approvals.

Out-of-the-box: no.
This has to do with below setting. I don't know why this is done, curious to get to know.
Without knowing the why, you can strip this value after which approval is selectable for SLA. Though again, I don't know why this is like it is out-of-the-box, there could be a good reason for this.

I think its easier to conceptualize SLA within a task paradigm (beginnings and endings), so that's why it was like that OOB.
