Cannot see record info in the table

In the dev instance I am currently working on, I am able to see a record in a list. But when I impersonate a user, I am unable to see the record/records (See attachment). I know there are records that are there though and exist, I can hover the 'i' and see which record it is. Anyone think they know why this is happening?

This looks like field level ACL issues. Like the impersonated user can see the record but not the record’s fields. As an admin click the module called debug security, then impersonate your user and navigate to that list again. Below the list will show the results of all relevant ACLs. See if there are any field level read ACLs that failed.
