cannot start SLA2 when SLA1 is completed

The requirement is that when SLA1 is completed, the SLA2 will start.
We have created a new boolean field (SLA1 Complete) in the incident table. We also created a business rule that when the SLA1 stage is completed, the new field's value will be 'true' and we have tested this one and the field was indeed updated from false to true.
We have set the Start condition of the SLA2 when (SLA1 Complete) = true, but SLA2 won't start.
However, when we try to manually update the (SLA1 Complete) field from false to true, the SLA2 started running.
Maybe we have missed something or is there any way for the SLA2 to automatically run?

Can you confirm that both SLAs created on same table i.e incident
Can you provide screenshots of both SLAs
